Policy anchoring

The JRC describes the four areas through the bee-pollination metaphor — each part of the natural cycle stands for one area of competences:

The hive protects and sustains the bees — like values protect what matters most.

Pollen + Nectar = Complexity
Pollen and nectar draw bees from flower to flower — like complexity draws us into systems, evidence and framing.

Flowers become fruits and fruits seed new life — like envisioning futures allows what comes next.

Bees act individually and collectively — each role essential, all working toward the same goal.
Two personas — one toolkit

The GreenComp TCA Planner serves two different roles, each with their own workflow:

A note on the 1–5 scale (please read once)
GreenComp itself (JRC128040) is a descriptive reference framework — it does NOT define formal, certified proficiency levels. The 1–5 scale used here is a self-reflection aid, not an objective measurement or a certifiable competence rating. Use it to make your own growth visible to yourself and to document trends across a TCA. Treat aggregated numbers as conversation starters, not as audit-grade evidence.
